Contract awards only, not IDV vehicles; each pull reads the 300 largest qualifying awards per department (VA, DoD, HHS), so smaller awards can fall below the cut in a busy year. A limited-competition award signals a capture vacuum: incumbents are protected, the recompete window is your most realistic entry, and capture timing matters more than price.
