What we score

9 criteria an evaluator actually cares about

Each criterion is graded A through F with specific evidence from your document. No vague feedback. No filler.

1. Problem Clarity

Is the agency's mission problem stated first and specific enough to pass the "so what" test? Evaluators eliminate proposals that open with company history instead of the agency's pain.

2. Mission Relevance

Does your solution connect to the agency's stated mission? A technically great product that ignores mission language gets downgraded fast.

3. Solution Clarity

Is the technical approach clear, feasible, and described in language the target agency uses? Vague architectures lose points every time.

4. Vehicle & Acquisition Fit

Does the proposed solution map to the right vehicle type — IDIQ, OTA, GSA MAS — and is the scope calibrated to the acquisition ceiling and period of performance? Commercial TAM numbers mean nothing here.

5. Team and Credibility

Are federal credentials, clearances, and relevant experience front-loaded? This call gets made in the first 30 seconds of reading.

6. Traction

Real pilots, contracts, or FedRAMP status? Or just "in conversations with"? The difference is obvious on the page.

7. Cost / Price Credibility

Do the cost projections add up? Are labor categories mapped to realistic rates? Are indirect cost structures defensible? Inconsistent pricing is the fastest way to fail a cost realism review.

8. Competitive Position

Is the competitive landscape acknowledged? Is your differentiation specific? Ignoring incumbents signals you have not done your homework.

9. Funding Ask & Scope

Is the requested funding amount or contract value clearly stated and tied to deliverables? Are milestone payments mapped to mission outcomes rather than calendar dates? A vague scope signals a vague plan.

What happens to my document?+
Original files are not stored. Extracted text may be retained for up to 90 days to support score retrieval and follow-up review. Scorecards and related assessment outputs may be retained. Data is processed by named service providers and is not used to train models. Do not upload classified, ITAR/EAR, or otherwise restricted government material.
What kinds of documents work best?+
Documents with extractable text: PDF, DOCX, or PPTX under 4MB. The scorer reads your content and evaluates the writing, structure, and substance. It works best on near-final drafts where the content is complete. Scanned images without OCR text or files that are mostly appendix tables will not get useful results.
How accurate is the scoring?+
The scoring framework is modeled on how federal evaluators actually grade proposals: structure, compliance, evidence, and specificity. It catches the same gaps a human reviewer would flag. That said, this is a draft review tool, not a substitute for a full capture review with your team. Think of it as a second set of eyes that never gets tired and never forgets what the RFP asked for.
Is this a replacement for capture review?+
No. ProposalPulse is designed for the draft stage -- the moment when you want to know if your document is on track before you send it to your review team.
