9 criteria an evaluator actually cares about
Each criterion is graded A through F with specific evidence from your document. No vague feedback. No filler.
1. Problem Clarity
Is the agency's mission problem stated first and specific enough to pass the "so what" test? Evaluators eliminate proposals that open with company history instead of the agency's pain.
2. Mission Relevance
Does your solution connect to the agency's stated mission? A technically great product that ignores mission language gets downgraded fast.
3. Solution Clarity
Is the technical approach clear, feasible, and described in language the target agency uses? Vague architectures lose points every time.
4. Vehicle & Acquisition Fit
Does the proposed solution map to the right vehicle type — IDIQ, OTA, GSA MAS — and is the scope calibrated to the acquisition ceiling and period of performance? Commercial TAM numbers mean nothing here.
5. Team and Credibility
Are federal credentials, clearances, and relevant experience front-loaded? This call gets made in the first 30 seconds of reading.
6. Traction
Real pilots, contracts, or FedRAMP status? Or just "in conversations with"? The difference is obvious on the page.
7. Cost / Price Credibility
Do the cost projections add up? Are labor categories mapped to realistic rates? Are indirect cost structures defensible? Inconsistent pricing is the fastest way to fail a cost realism review.
8. Competitive Position
Is the competitive landscape acknowledged? Is your differentiation specific? Ignoring incumbents signals you have not done your homework.
9. Funding Ask & Scope
Is the requested funding amount or contract value clearly stated and tied to deliverables? Are milestone payments mapped to mission outcomes rather than calendar dates? A vague scope signals a vague plan.

Why a SOW or PWS changes the scorecard.
Without a SOW, ProposalPulse scores your draft against the standard evaluator-style criteria for your document type. Useful, but generic. Upload the SOW/PWS and the scorer pulls evaluation factors directly from the solicitation — the actual language Section L uses, the actual subfactors in Section M — and scores against those instead.
- ✓Evaluation factors pulled from the SOW, not guessed from the document type
- ✓Section L compliance matrix mapped to Section M scoring criteria
- ✓Risk flags keyed to the actual acquisition, not a boilerplate rubric
