VA Enterprise Imaging surfaces, DHA reorg ripples, ARPA-H Resilient Systems pipeline

The May Capture Intelligence Sheet led with VA Enterprise Imaging because that's the procurement signal flashing brightest right now in the VA forecast. It's worth restating in this format: VA OIT's quarterly forecast refresh added the Enterprise Imaging line item ahead of a draft RFP that we expect inside the next two quarters. If you're not already engaged with VA OIT on imaging infrastructure or PACS modernization, the window to position is narrowing.

DHA forecast ripples from the April 2026 reorg. The DHA reorg restructured assistant-director portfolios, which means the official DHA forecast as published is structurally aligned to the OLD org chart. PEOs roll up differently in the new structure, which now stands up three Portfolio Acquisition Executives — Medical Products, Medical Services, and (at FOC) Medical Digital Solutions; map any DHA forecast line to the PAE that will own it. Until the next forecast refresh catches up, cross-reference the forecast directly with the new IOC/FOC PMO map (covered in the April 29 Capture Corner). Forecast addenda posted between full refreshes are the place to watch.

ARPA-H Resilient Systems pipeline thickening. The ARPA-H people directory shows seven program managers in Resilient Systems, several of whom have moved into program-launch posture. ARPA-H doesn't post a traditional forecast — its program announcements drop on arpa-h.gov/research-funding without the long-runway notice agencies like VA give you. If your capture pipeline includes ARPA-H, set up a recurring check on the program announcements page rather than relying on the procurement-forecast hub.

The methodology note for subscribers: federal procurement forecasts are not a single source of truth. They're per-agency snapshots, updated on their own cadence, in formats that range from a downloadable Excel sheet (VA, GSA) to a search interface (HHS via mySBCX) to plain HTML (DHA-via-DoD). The MMT Forecast Delta Tracker layers editorial commentary on top of the official sources below — because the diff matters more than the snapshot, and nobody else is publishing it month-over-month.
