Three procurement windows sit open at the same time, and the Commission's reporting clock is what connects them. Read this as positioning guidance, not as award intelligence. Verify every vehicle status in SAM.gov and FPDS before you act on it.
The demand signal
Section 3 of the August 3 executive order requires an annual report to the President at the end of each fiscal year. Section 4(a) gives the Commission standing to request information from any agency, qualified by law and by availability of funds.
That second qualifier is the buying signal. An agency asked for data it cannot produce from existing holdings has two options: decline on funds, or fund the pull.
Agencies that intend to be responsive to a presidentially chartered commission generally do not decline.
Where the money would move
Survey research and analytics. The Office of People Analytics runs the Active Duty Spouse Survey and sits under the Defense Human Resources Activity. Task orders on the survey and analytics vehicles have historically run from roughly $206,000 for a single-year assessment to $6.1 million for a multi-year workforce analytics effort. Ceilings on these vehicles run substantially higher than annual spend. Anyone quoting a ceiling as market size is selling something.
Program evaluation. Evaluation and study support for family programs sits inside the Military OneSource contract scope. Confirm current solicitation status directly; this is the clearest single indicator of whether evaluation scope gets a contractual home in FY2027.
Data platform and linkage. Advana is the enterprise repository and the CDAO owns the modernization path. Cameron Stanley has been CDAO since January 13 and Gavin Kliger has been Chief Data Officer since March 6. The January AI strategy treats data-sharing barriers as operational risks, which is the language a capture team should be mirroring in any white paper submitted this fall.
Price anchors
Two public comparables set the range for a privacy-preserving linkage demonstration.
A Health and Human Services award for privacy-preserving data sharing across public health jurisdictions obligated $7,489,425. The National Secure Data Service Demonstration funded roughly thirteen cross-agency linkage pilots with over $7.5 million total, implying $500,000 to $1 million per pilot.
A twelve-to-eighteen-month single-question demonstration prices at roughly $600,000 to $2 million. A standing multi-domain query capability prices closer to the HHS comparable.
FY2026 mandatory funding already placed $10 million against military spouse licensure compacts. A demonstration scoped to that existing line is a six percent ask against money that has already cleared.
The window
The Commission charter had not appeared in the FACA database as of August 5 and no first meeting notice has published. The 2028 State Policy Priority list has not been announced; the RFI under docket DOD-2026-OS-0232 closed April 23. H.R. 8800 passed the House July 22 and the Senate companion has not advanced.
Requirements written during a scoping window get built. Requirements raised after award get deferred to the next option year.
All three of those windows close in the months the Commission will spend standing up its agenda.
Positioning
If your capability is survey research or evaluation, the argument is continuity: the instruments exist and the gap is linkage, not collection.
If your capability is data engineering or privacy-preserving linkage, lead with the federal precedent rather than the technology. PCORnet already runs tokenized linkage against Veterans Administration and Department of War health data. The architectural question has an affirmative federal answer tested against these exact custodians, which moves the conversation from whether to who.
If you support MC&FP or the Defense-State Liaison Office, the highest-value near-term product is a two-page concept for a Section 4(d) measurement subcommittee. Concepts submitted before a first meeting notice get read. Concepts submitted after an annual report get filed.
Do not lead with a platform. Lead with one question the Commission will be asked in its first report and cannot currently answer.
Verification before you move
Confirm Military OneSource solicitation status and any evaluation scope in SAM.gov.
Confirm current OPA and DHRA task order ceilings and periods of performance in FPDS.
Confirm whether the Commission's first annual report falls at the end of FY2026 or FY2027. That single fact determines whether your action window is eight weeks or fourteen months.
