1. Procurement at a glance
The market does not map to one NAICS, vehicle, or budget line. The figures below build from official per-team costs and confirmed contract ceilings. No published third-party market estimate exists for this exact segment, so any multibillion-dollar number in circulation is a vehicle ceiling, not annual spend.

2. The anchor recompete: Army H2F follow-on
Confidence: High (federal record).
The Serco anchor order (W15QKN-24-F-0432) is 90 percent complete and expires May 19, 2026. The follow-on is on the street: solicitation W15QKN26R1B6H, "Holistic Health and Fitness (H2F) System," posted February 5, 2026 with a market-research response deadline of March 5, 2026, through ACC-Picatinny. It anticipates a five-year firm-fixed-price contract for strength-and-conditioning coach and cognitive-performance specialist services at designated brigade and Area Support Team sites, under NAICS 541612. The contracting officer of record is Liam J. McDonnell. An FY2027 award is the analytical read off the timeline, not an Army-stated date.
Two things matter for capture. The structure is FFP, so the cost-realism review scrutinizes price-to-outcome, and cost-plus staffing habits read badly under it. And the size standard is 541612 at $29 million, wide enough that sizable small businesses and mid-tiers both fit, so the competitive field runs deeper than the SOCOM lane.
The incumbent to beat: Serco, with Team Serco subcontractors HigherEchelon, Hyperion Biotechnology, Resolution Think, and The Geneva Foundation, fielding more than 350 coaches and specialists across 45 brigades. The award survived two GAO protests in early 2025, so the Army’s source-selection record on this requirement is tested.
3. The marquee: POTFF III, winner-take-all
Confidence: High (SAM.gov draft RFP plus SOCOM forecast).
POTFF is the program H2F was copied from, and its recompete is the largest single event in the cycle. Draft RFP H9240026RE002 posted May 16, 2026. The official SOCOM acquisition forecast lists the value at roughly $955 million; the draft RFP carries the official ceiling as "pending." Structure is a single-award IDIQ with time-and-materials task orders, NAICS 621340, a five-year base plus three one-year options. The draft Q&A deadline (June 3, 2026) has passed, and a hybrid industry day was set for Tampa in late June 2026. Award is forecast for October 1, 2026. KBR is the incumbent, defending against a full-and-open field.
The structural fact a capture lead prices in: this is winner-take-all. One company holds the entire SOF human-performance mission for the next eight years. For a challenger, that justifies a heavier B&P investment than a multiple-award vehicle would, because there is no task-order consolation prize. For KBR, the defense is continuity. For everyone else, the wedge is a credible transition plan that retains the embedded teams without a readiness gap, because the government’s stated fear in a single-award human-performance handoff is precisely that gap.
On the value figure: use ~$955 million, from the official SOCOM forecast. The $1.5B and $1B numbers in circulation are not supported by primary sources. A HigherGov algorithmic estimate of $150M to $450M on the industry-day notice is machine-generated and should be discarded.
4. The vehicle underneath: Gen VI HRS
Confidence: High (two draft RFPs, each confirmed).
Army H2F task orders ride on the Human Resources Solutions Personnel Life-Cycle Support vehicle. The current vehicles expire around 2028, and the successor, Generation VI HRS, drew draft RFPs in June 2026. It splits into two suites: the Personnel Life-Cycle Support (PLS) suite at a $6.09 billion ceiling (multiple-award IDIQ, NAICS 541612, draft RFP around June 4, 2026), and the Recruiting, Management and Administrative Support (RMAS) suite at roughly $1.52 billion (100 percent small-business, ten-year, revised draft RFP June 8, 2026). Together they account for the ~$7.6 billion figure that circulates in industry press. A joint industry day was held June 16, 2026 at Fort Knox.
Why this matters even though H2F is one task area among many on it: the vehicle you hold determines whether you can chase H2F task orders at all. A company that wants durable access to the Army H2F market needs a seat on the Gen VI PLS suite, which makes the FY2026 to FY2028 vehicle competition the real gate, with the H2F follow-on as the near-term order that rides through it.
Discipline: the $6.09B and $12.17B figures are vehicle ceilings, the maximum orderable over a vehicle’s life. H2F-specific obligations against them run in the tens of millions. Never quote the ceiling as the H2F market.
5. The NAICS map: which size standard lets you in

The play: the Army’s 541612 ($29M) is the widest door and the most crowded. SOCOM’s 621340 ($12.5M) and the Reserve’s 621399 ($10M) run tighter, which is where a true clinical-staffing small business holds a structural advantage it loses on the Army vehicle. A company chasing more than one service should map its size posture against each code before it picks where to lead, because the same revenue base qualifies differently in each lane.
6. The OCI signal and the subcontractor layer
Confidence: Medium on the OCI read; Low to Medium on the athletic-trainer figures (re-confirm before use).
Beneath the primes runs a staffing layer that supplies the actual coaches, athletic trainers, and clinicians, and it is where most FY2027 teaming happens. One name is worth watching for organizational-conflict reasons: Resolution Think appears on both Team Serco and the Cognito Systems athletic-trainer joint venture. A competitor or a contracting officer may probe that, and anyone building a Serco-alternative slate should weigh it. Treat it as a public-record observation about team composition, not an allegation.
The athletic-trainer layer itself: Cognito Systems LLC (a PSI/QuarterLine joint venture) is reported to hold the Army athletic-trainer contract (W81K0421C0009) at roughly $100.4 million, staffing about 180 athletic trainers, after a 2025 program reduction that was later reversed. These figures are single-sourced and were not re-verified against a second primary source. Re-confirm at SAM.gov/FPDS before citing any specific dollar amount or headcount.
Separate athletic-trainer and Army Reserve HPT RFIs were on the street in early 2026, the Reserve one under the tighter 621399 code. A capture lead targeting the Reserve build (which starts FY2026 and reaches all 28 commands by FY2030) should track those RFIs as the leading edge of a distinct, tighter-NAICS sub-market.

Build the cost-realism case around service levels and coach retention, and price the outcome. Two survived protests mean your past performance is documented, so lead with the retained-team continuity story.
- If you are challenging on H2F, the 541612 $29M door is open and the field is deep. Your wedge is a transition plan that holds the embedded teams intact and a price-to-outcome model that reads cleaner than a staffing-hours bid.
- If you are chasing POTFF III, treat it as winner-take-all and size your B&P accordingly. The decisive theme is a no-gap transition of embedded SOF teams. Clear your OCI posture early, and do not lean on any number above $955M that you cannot trace to the SOCOM forecast.
- If you are KBR, the defense is continuity and the risk is complacency on price under a single-award review. Document the operational cost of any handoff disruption in readiness terms, because that is the government’s stated fear.
- If you want durable Army access, the gate is a Gen VI HRS PLS seat, not the single H2F order. Run the vehicle capture and the task-order capture as two timelines, because missing the vehicle closes the market.
- If you are a clinical-staffing small business, the SOCOM 621340 and Reserve 621399 lanes give you a size advantage you forfeit on the Army vehicle. Pick the lane where your revenue base keeps you small, and build past performance to that code.
