Why It Matters
ARPA-H funds breakthrough programs other agencies can't. It uses Other Transaction Agreements rather than contracts, grants, or cooperative agreements. Its ADVOCATE program aims to produce the first FDA-authorized clinical agentic AI. ARPA-H is zeroed in the proposed FY2027 HHS budget but executing FY2026 appropriations regardless of the proposal.
