Statement of Work. The contract document that specifies exactly what the contractor must do, how, and when.
Why It Matters
The SOW is prescriptive: it tells the contractor how to do the work. Compare with PWS, which is outcome-based. Government trend is moving toward PWS for services contracts, but SOWs remain common.
