Performance Work Statement. Tells the contractor what outcomes to deliver (vs. SOW which tells them how).
Why It Matters
Government prefers PWS for services contracts because it gives contractors flexibility in how they achieve results. The PWS defines measurable outcomes and quality standards. When proposing against a PWS, focus on demonstrating your approach to achieving the outcomes, not just listing tasks.
