Why It Matters
BPAs reduce procurement friction for repetitive purchases by pre-negotiating terms. If an agency buys the same type of IT service regularly, they will use a BPA rather than re-compete every time. BPAs are issued against GSA Schedules and simplify the ordering process for both the agency and the contractor.
