HRSA buys less IT than CMS or VA, and what it buys sits behind grant programs: reporting systems, data platforms and program support. The OPTN Modernization Initiative is the one live multi-vendor contracting story, with a December 2025 award to UNOS for OPTN operations including the national matching system and a task order to CVP for policy process and committee support. The 2025 proposal to fold HRSA into an Administration for a Healthy America did not get through Congress's FY2026 Labor-HHS bill, which kept HRSA funded as its own agency; the FY2027 request proposes the merger again.
