As of January 2026, OMAS (the Office of Mission Acquisition Solutions) is the new contracting activity for all common IT, professional services, and what used to flow through ACF and AHRQ. The department dropped from 13 contracting activities to 10. If you sell common IT or advisory services into HHS, your contracting officer moved. If you sell mission-unique work to NIH, CDC, CMS, FDA, HRSA, IHS, ASPR, ARPA-H, or OIG, you stay where you are.
HHS is two stories now, not one. The mission-unique side (NIH for research IT, CMS for claims, FDA for surveillance, ARPA-H for OTA-funded R&D) still buys at the operating division. The common side (laptops, cloud, cybersecurity tools, advisory services, training) flows through OMAS strategic buying centers under EO 14240 and OMB M-25-31. Your BD calendar needs both maps: the operating-division map for mission, the OMAS SBC map for common.
