OMAS (the Office of Mission Acquisition Solutions) is the consolidated contracting activity for common IT and professional services, and it absorbed what used to flow through ACF and AHRQ. The department dropped from 13 contracting activities to 10. If you sell common IT or advisory services into HHS, your contracting officer moved. If you sell mission-unique work to NIH, CDC, CMS, FDA, HRSA, IHS, ASPR, ARPA-H, or OIG, you stay where you are. One more move lands this month: every NITAAC GWAC (CIO-SP3, CIO-SP3 SB, CIO-CS) stops taking new orders October 29, 2026.
HHS is two stories now, not one. The mission-unique side (NIH for research IT, CMS for claims, FDA for surveillance, ARPA-H for OTA-funded R&D) still buys at the operating division. The common side (laptops, cloud, cybersecurity tools, advisory services, training) flows through OMAS strategic buying centers under EO 14240 and OMB M-25-31. Your BD calendar needs both maps. Two dates frame the next quarter: NITAAC's GWACs take their last new orders October 29, 2026 (CIO-SP4 was cancelled in January), so common IT that used to ride CIO-SP3 moves to the GSA portfolio; and FY2027 opened October 1, 2026 under a continuing resolution (P.L. 119-103) that runs through December 11, 2026. The FY2027 Budget in Brief asks for $111.1B in discretionary budget authority against $128.7B enacted for FY2026, and its operating-division list already shows the consolidated Administration for a Healthy America and the Administration for Children, Families, and Communities. That consolidation (28 operating divisions to 15, five regional offices closing) was first proposed in the FY2026 Budget in Brief; Congress's FY2026 Labor-HHS bill did not fold HRSA into the Administration for a Healthy America, so the FY2027 bills decide whether it holds.
