Defense Health Agency (DHA)
★ MemberDoD's combat support agency for the Military Health System. Buys MHS GENESIS, PEO DHMS, OPMED (operational medicine systems including JOMIS and MHS GENESIS-Theater), EIDS, HCDS, enterprise imaging, and the cyber and data modernization layer beneath them. Reorganized April 20, 2026; the three Portfolio Acquisition Executive seats under AD-RDA/CAE are staffed as of September 2026. The Office of Warfighter Health Advantage (OWHA) consolidates data, analytics, AI, and digital health.
DHA reorganized April 20, 2026 and the acquisition side has settled into three portfolios under the Component Acquisition Executive: PAE Medical Systems, PAE Medical Products, and PAE Medical Digital Solutions (the seat that absorbed PEO DHMS and PEO Medical Systems). PEO DHMS still holds MHS GENESIS, OPMED (JOMIS, MHS GENESIS-Theater, deployable Role 1-2-3 medical C2, blood inventory, theater data movement) and EIDS, and health.mil still describes it as reporting directly to the Under Secretary for Acquisition and Sustainment while administratively attached to DHA. OWHA changed hands in September 2026: RDML Tracy Farrill is retiring and Brig. Gen. Jason Lennen now directs it. HCDS (the MHS GENESIS follow-on) is still pre-solicitation and Leidos holds the reported bridge through about 2028. FY2027 opened October 1, 2026 under a continuing resolution (P.L. 119-103) that runs through December 11, 2026, so a slipped DHA award this quarter is a program decision, not a funding excuse.
