Administration for Strategic Preparedness and Response (with BARDA) (ASPR)
★ MemberLeads HHS preparedness and response: the Strategic National Stockpile, the National Disaster Medical System, hospital preparedness, and BARDA's advanced development of vaccines, therapeutics, diagnostics and devices for CBRN threats, pandemic influenza and emerging infectious diseases. Buys development of products, not enterprise IT.
ASPR is a countermeasures and preparedness funder, not an enterprise IT shop. The doors are BARDA's Broad Agency Announcement on SAM.gov, the DRIVe EZ-BAA for awards under $750,000, and other transactions under 42 U.S.C. 247d-7e. The 2025 HHS reorganization proposed moving ASPR into CDC and BARDA into a new office; Congress funded ASPR at $3.7 billion for FY2026 including $1 billion for BARDA and required a plan before CDC functions move. Health IT vendors reach ASPR through preparedness data and situational awareness needs, and through BARDA's interest in digital health tools for health security.
