The ASTP experiment is over. On March 31, 2026, HHS reversed the July 2024 reorganization that created the Assistant Secretary for Technology Policy. The office reverted to the singular ONC, and the Chief Technology Officer, Chief AI Officer, and Chief Data Officer functions moved back under the HHS Office of the CIO (Clark Minor). Per Keane, ONC now concentrates on standards, certification, and policy while OCIO runs infrastructure and cybersecurity. The OCIO transfer detail is reported by NextGov and HIT Consultant and is pending confirmation on an official HHS page; the ONC roster below is official.

Program ownership our readers ask about: TEFCA is ONC-led with The Sequoia Project as Recognized Coordinating Entity under a 5-year contract awarded August 2023. Information blocking splits two ways: ONC handles certified-developer non-conformities and runs the Report Information Blocking Portal; HHS OIG investigates claims against all actor types. Certification and USCDI live in OSCA.
No Independent HCA
Contracting flows through the Office of the Secretary
ONC sits inside the HHS Office of the Secretary and does not appear on the HHS HCA roster. Its procurement (the RCE contract to The Sequoia Project, for example) runs at the OS level, which since the January 2026 realignment means OMAS.
